Background
In 2019, the Regional Council of the Conca de Barberà asked the UNESCO Housing Chair to design a preliminary diagnosis of housing in this region. The study includes two major methodologies: on the one hand, secondary data analysis and, on the other hand, qualitative research, based on group meetings and in-depth interviews. Qualitative research took place between April 5th and 12th, 2019.
And now, in the year 2022, it is preparing a Diagnosis of the State of Housing in the Conca de Barberà that will allow detecting and delimiting the main needs and problems of the region in terms of housing.
Results
The previous diagnosis of 2019 detected some weaknesses to work on: Conca de Barberà is a region with a decreasing population, with a lack of accessible housing for the elderly, an old housing stock and many empty homes, among others.
Proposed measures included the increase of available housing, adapting the existing stock to the aging population, measures to deal with vacant dwellings and other dissemination strategies for owners, tenants, and neighbors.

El Plan Local de Vivienda de Tarragona tiene un período de vigencia de seis años a partir de su aprobación. A partir de la finalización de su vigencia, el Ayuntamiento deberá de proceder a su revisión. Se le encargó a la Cátedra UNESCO de Vivienda la revisión del plan para el período 2021-2016.
Tarragona Local Housing Plan is valid for a term of six years from the date of its approval. After this time, the City Council shall review it. The UNESCO housing chair was appointed to undertake this review for the term 2021-2026.
Results
Preliminary analysis detected several housing weaknesses in Tarragona: residential vulnerability, lack of offer for young people, lack of stats related to vacant dwellings, poor state of repair, inaccessible housing stock, among others.
Proposed measures were aimed at improving the housing situation of several groups (youth, immigrants, single-parent families, elderly people) actions regarding homeless population and hidden homelessness, measures to renovate the housing stock, finding the balance between housing and tourism, creation of a Tarragona Council for Housing, among others.

In 2021, Altafulla’s City Council asked the UNESCO Housing Chair to work on a Municipal Action Plan to address difficulties in accessing housing.
Results
Preliminary analysis detected a lack of affordable housing in Altafulla: many apartments are only used for holidays and therefore not adapted for permanent housing purposes (eg. they have poor energy efficiency conditions). In addition, part of the housing stock is in a bad state of repair or, on the contrary, has such a good quality that makes it not affordable for the youth. The Municipal Action Plan therefore proposed a series of measures to promote energy efficiency and the renovation of housing, the creation of an affordable housing stock, the promotion of new housing tenures, among others.

The City Council of Espluga de Francolí asked the UNESCO Housing Chair to work on a Municipal Action Plan for Housing 2021-2025 including its municipal policies in this area
Results
The study detected a number of weaknesses in this municipality, such as the risk of loss of the young population, negative natural growth, lower average income than other municipalities of the region, housing stock in a bad state of repair, lack of stats on vacant dwellings, lack of real estate development, high rental prices, etc. With these weaknesses in mind, the measures proposed were aimed at promoting new housing stock while promoting renovation, social and affordable housing, implementing administrative measures for non-compliance with conservation duties, improving universal accessibility of housing, promoting energy efficiency and dissemination measures.

Background
Cabacés is a municipality of the Priorat (Tarragona) with just over 300 inhabitants. The municipality asked the UNESCO Housing Chair of the Rovira i Virgili University to work on its housing plan. Qualitative fieldwork and the subsequent study of measures was carried out between 2021 and the first half of 2022.
Results
The diagnosis found that there were depopulation process, especially less families, which could lead to the imminent closure of the public school. In addition, despite having a good Internet connection, it has few services and difficulties in reaching other municipalities by car. However, due to the need to attract people, they find that the supply of available housing is scarce.
In view of this problem, the following measures are proposed: incentives for the private construction of social housing, exploring alternative tenures to homeownership and rental contracts, a pilot plan of masoveria urbana in empty dwellings, a housing program for young people, renovation of vacant dwellings in the municipality with dual use (commercial + housing), measures to promote universal accessibility and energy efficiency, among others.
