The general objective of this coordinated project is to identify housing needs in the face of the new paradigm that has emerged from the combined crises of 2007 and 2020 and to make the according recommendations for the necessary legal reforms related to civil, tax and financial regulations to ensure the quality, accessibility and affordability of housing in the urban environment, a more efficient management of condominiums, which is needed due growing urban agglomeration, measures for the inclusion of those excluded from the city; as well as enhancing territorial cohesion through rural housing and the design of a legal framework that favours the creation of opportunities in 12 de 35 this environment, all in compliance with constitutional mandates, the United Nations New Urban Agenda 2016 and the Sustainable Development Goals.
